What does that mean?

This is the permitting system that the Kootenai Ponderay Sewer District operates under although the State of Idaho now oversees its own permits. The District was issued a new permit with additional requirements recently. Because of the new requirements, the District has been undergoing a Lake Study and additional planning reviews to determine the best and most cost-effective manner in which to meet these requirements.
