BOARD MEETING was called to order at 6:00 p.m. by Board Chairman Jim Osman.  Other Board members present were Eric Paull, Bob Thurston and Cliff Sires. Employees present were Tanner Weisgram, Eric Hanson, Esteban Torres, Colleen Johnson and Laura Dallas. Present from the public was Jeff Merkeley and Brett Converse.

ADDITIONS TO AGENDA: Less than 48 hours.
Minutes:  Minutes from January were approved as submitted.
Financial Statements:  Financials were approved as submitted.
Maintenance Report:  Maintenance Report was approved as submitted.

OLD BUSINESS:

1. NPDES review: The limnologist report should be finalized by the end of the month. After it has been reviewed, pending no fatal flaws, the offshore study will continue through next summer.  Brett also mentioned that the costs that were outlined in the 2007 Masterplan are still relevant.
2. A review of the updated District Rules & Regulations led to a few questions. Section 4 of the Rules & Regulations will include the repairs for current laterals.
3. Update regarding property at 202 E. Second Avenue, Kootenai – Owner David Williams. Tanner thought the work that was done on the lateral from the cleanout to the fence line was probably OK; however, the District cannot go onto the property to inspect the work so we have no proof or video of the work that was performed. The required repair to the tap at the main has not been completed.  Eric Paull suggested that a letter be sent asking the owner to provide the District with a video of the repaired line for our review. Also, within the letter the District should offer to provide the owner with a copy of our video showing the repairs necessary to the tap to stop the inflow and infiltration that is entering the main line through his lateral. At this time the District has not inspected any of the repairs that the owner has said were completed.  
4. Update on the progress of the KPSD Web Page; The District will hold off on the addition of a Web Payment Portal until a new District software package is installed.
