The KPSD Budget Public Hearing Meeting was called to order by Board Chairman at 5:00 pm at the District Office.

Other Board members present were Bob Thurston, Larry Ellis and Cliff Sires.
Employees present were Colleen Johnson and Laura Dallas.
No one was in attendance from the public.

The Board met to discuss and approve the 2021-2022 Proposed Revised Budget, the 2022-2023 Proposed Budget and the current proposed rate increase.

2021 – 2022 REVISED OPERATING & RESTRICTED BUDGET

Motion to accept the 2021-2022 Revised Operating & Capital/Restricted Budgets as presented to the Board was made by Larry.
Cliff seconded the motion.

RATES AND FEES FOR FISCAL YEAR 2022-2023

Motion to skip reading of Resolution 07_202 Amendment of Rules and Regulations and Main Extension Policies and Procedures of the Kootenai-Ponderay Sewer District relating to: Charges, Rates and Fees was presented by Larry and seconded by Cliff.

Motion to approve Resolution 07_202 Amendment of Rules and Regulations and Main Extension Policies and Procedures of the Kootenai-Ponderay Sewer District relating to: Charges, Rates and Fees was presented by Cliff and seconded by Bob.

Monthly rates will be increased by 3% effective October 1, 2022.

Fees for Public Records Requests will now be charged at $40.00 per hour for all personnel time over 2 hours.

Fees for Public Records Requesting over-sized copy charges over the size of 11×17 shall be billed to the requestor.

Out of District Work Charges: An additional $100.00 per hour shall be charged for work requests for properties outside the District’s normal boundaries.

Fee changes to be effective as of August 29, 2022

2022 – 2023 OPERATING & RESTRICTED BUDGET

Motion to accept the 2022-2023 Operating & Capital/Restricted Budgets as presented to the board was made by Larry.  Bob seconded the motion.

Motion to skip reading of Resolution 09_2022 Reserve Foregone was made by Cliff and seconded by Bob.

Motion to approve Resolution 09_2022 to reserve current year’s foregone in the amount of $158.00 was made by Cliff and seconded by Larry.
