District Board Elections
KPSD Board Member Positions #4 and #5 are up for election. Declarations of Candidacy for these positions may be picked up at the District’s office.

March 19th at 5:00 pm is the last day for filing completed Declarations of Candidacy. Elections will be held on May 18, 2021.
Current Position Holders
Position #4: Incumbent Jim Osman has served on the Board since 1998 and is the current Board Chairman. He has lived within the District since 1976 and attended Kootenai Elementary School and graduated from Sandpoint High School in 1990. He has lived in the District since he was 6 years old, growing up on property that bordered the treatment facility. Jim is a pastor of Kootenai Community Church and the author of multiple books. He resides in the District with his wife and two of their four children.
Position #5: Incumbent Larry Ellis has served on the Board since 1998. He was in the military for 4 years and worked for the United States Post Office for 40 years, retiring in 2008 after 20 years as the Postmaster of Ponderay. Larry and his wife have resided in Kootenai since 1988. They have two boys, one residing in Bothell, WA, with his wife and son, and the other residing in Dillon, CO.
Snow Meltdown Reminder
If your property has a sump pump (submersible pump) in your crawl space or basement, it needs to be treated the same as storm water and diverted to storm ditches or drains, and not entered into the Waste Water Collection System. All water introduced into our system must be treated before being discharged. Pumping additional ground or storm water into the system increases the costs related to the treatment and handling of these inflated flows. It is a violation of Federal, State, and local laws as well as District ordinances to deliberately introduce ground water into sewer systems. Increased costs affect everyone. Thank you.
The Northside Fire District Needs Your Input!
WE WANT TO KNOW: Do you support the adoption of an impact fee to pay for growth-related capital infrastructure?
The Northside Fire District anticipates 1,200 new homes and 1 million square feet of new non-residential construction in the next 10 years. Without additional resources response times are likely to increase for existing residents.
District Commissioners are evaluating ways to fund the stations and fire trucks necessary to meet this increase in demand without relying on existing taxpayers. One funding tool is the use of impact fees.
Impact fees are a one-time payment by new growth to cover a proportionate share of the stations, fire trucks and other equipment necessary to keep levels of service consistent as growth occurs. Impact fees are paid at the point of building permit for new construction only. Fees are not assessed for garages, sheds, or additions to existing structures.
Impact fees cannot be used to repair or replace existing capital, or to fund the Fire District’s operations. In accordance with Idaho law, the District has prepared a Capital Improvement Plan that outlines the capital investment required to serve new growth. These items include an expansion of Fire Station #1 to accommodate more firefighters, and the purchase of a ladder truck. The total cost of the growth-related capital is $1.4 million. To recover these costs the District is proposing collecting an impact fee of $785 per residential unit and $0.39 per non-residential square foot. The City of Ponderay already collects impact fees for the Fire District. The fees would also need to be collected for the Fire District by the City of Kootenai and Bonner County as well in order to ensure that all new growth pays its share.
